Served as Army Senior Executive representing Training and Doctrine Command at Joint, Interagency, Multinational, and Service forums across National Capital Region; routinely engaged Office of Secretary of Defense and Congress. Commanded Army brigade, represented U.S. during international arms control negotiations, and appointed DoD Coordinating Officer for homeland security upon 9-11 attacks. Led 2003 effort for most extensive Army combat forces reorganization since World War II. Headed Army’s 2009 $60 billion modernization reset plan. National Commission on the Future of the Army Staff Director that led successful study presented to the President and Congress. Awarded federal Presidential Rank and Decoration for Exceptional Civilian Service. Military awards included Distinguished Service and Defense Superior Service Medals.
